On July 7, the Z121 Party Committee (under the General Department of Defense Industry) held the opening session of its 20th Party Congress for the 2025–2030 term. Major General Đinh Quốc Hùng, Party Secretary and Political Commissar of the General Department of Defense Industry, attended and delivered directives to the Congress.

Also attending were representatives of leadership and command from agencies under the General Department of Defense Industry; representatives of local authorities where the unit is stationed; and 160 delegates representing Party members across the entire Z121 Party Committee.

During the past term, the Z121 Party Committee focused on leadership and direction to successfully fulfill the targets set out in the Resolution of the 19th Z121 Party Congress. Notably, it led the effective implementation of production and business tasks, with all key indicators exceeding both planned targets and results of the previous term. In particular, total revenue reached VND 12,565 billion, an increase of 92% compared to the 2015–2020 term, with an average annual growth rate of 20.6%. The average monthly income of employees reached VND 17.32 million per person, growing at an average rate of 11.9% per year.

In addition, the Z121 Party Committee led the factory to complete 100% of national defense production tasks assigned by higher authorities, producing more than 80 product categories. Scientific research and technological development were also carried out in a systematic and effective manner.

For the 2025–2030 term, the Z121 Party Committee identified the need to continue making strong innovations in thinking and action, concentrate all resources on production tasks, create breakthroughs in business operations, and exceed annual production and business plans. Key priorities include actively researching markets, enhancing competitiveness, expanding export markets, and maintaining and developing the Z121 brand.

In his directive speech, Major General Đinh Quốc Hùng emphasized that in the next term, the Z121 Party Committee must thoroughly grasp the viewpoints and orientations of the Party, the State, and the Central Military Commission on building the Army and developing the defense industry; and lead the successful fulfillment of national defense production tasks. He called for the development of a production and business strategy aligned with international economic integration trends; the promotion of research and application of advanced and modern science and technology in production to improve productivity and product quality—especially for new products.

At the same time, he stressed the importance of building the factory into a comprehensively strong unit that is “exemplary and outstanding”, strengthening political and ideological education, promptly grasping and effectively addressing ideological developments, and building a contingent of officers, professional soldiers, defense workers and employees, and laborers with firm political steadfastness, strict discipline, and readiness to accept and successfully accomplish all assigned tasks.
