On October 30, 2025, the Government issued Decree No. 282/2025/NĐ-CP, regulating administrative penalties for violations related to security, public order, and social safety.
Notably, Article 13 – Violations of regulations on the management and use of fireworks is particularly important for activities involving the production, trading, and use of fireworks, explosive fireworks, and pyrotechnic materials. To help customers clearly understand the current legal framework, the key points of Article 13 are summarized below:
1. Fines from VND 2–5 million (Points a, b, Clause 1, Article 13)

Failure to submit periodic reports on the management and use of fireworks.

Using fireworks in violation of legal regulations.
2. Fines from VND 5–10 million (Clause 2, Article 13)
-
Handing over fireworks or pyrotechnic materials to organizations or individuals that do not meet legal eligibility requirements.
3. Fines from VND 10–20 million for serious violations (Clause 3, Article 13)
Including:
-
Buying, selling, exchanging, gifting, leasing, or pledging fireworks permits.
-
Providing false information or concealing incidents involving loss, leakage, or accidents related to fireworks or pyrotechnic materials.
-
Storing, transporting, or destroying fireworks in unsafe conditions.
-
Failing to conduct testing, inspection, or evaluation of fireworks in accordance with technical standards prior to production or trading.
-
Altering or falsifying the contents of fireworks-related permits.
4. Fines from VND 20–40 million for particularly dangerous acts (Clause 4, Article 13)
-
Illegally instructing or organizing training on how to manufacture, produce, or use fireworks.
-
Exploiting the use of fireworks to infringe upon national security or public order and safety.
-
Illegally bringing fireworks or pyrotechnic materials into or out of Vietnam, or into restricted areas.
-
Giving, sending, lending, or renting explosive fireworks or pyrotechnic materials for illegal fireworks production.
-
Illegally using or appropriating explosive fireworks, explosive fireworks products, or pyrotechnic materials.
-
Handing over explosive fireworks or explosive pyrotechnic materials to organizations or individuals not legally qualified.
5. Penalties based on the quantity of illegal fireworks or pyrotechnic materials (Clause 5, Article 13)
-
VND 2–5 million: under 5 kg of fireworks or under 0.5 kg of pyrotechnic materials
-
VND 5–10 million: 5–10 kg of fireworks or 0.5–1 kg of pyrotechnic materials
-
VND 10–20 million: 10–20 kg of fireworks or 1–2 kg of pyrotechnic materials
-
VND 20–30 million: 20–40 kg of fireworks or 2–5 kg of pyrotechnic materials
-
VND 30–35 million: 40–50 kg of fireworks or 5–10 kg of pyrotechnic materials
-
VND 35–40 million: 50 kg or more of fireworks or 10 kg or more of pyrotechnic materials
6. Additional penalties and remedial measures (Clauses 7 & 8, Article 13)
-
Confiscation of violating goods and means (fireworks, pyrotechnic materials, etc.).
-
Suspension of fireworks-related permits for 3–12 months.
-
Mandatory environmental remediation in cases of pollution.
-
Compulsory return of illegal profits gained from unlawful production, trading, or transportation of fireworks.
-
Mandatory surrender of permits in cases involving permit-related violations.
Recommendations for the public
-
Only purchase and use legal fireworks from state-licensed entities, including Z121 – the only unit authorized to produce consumer fireworks in Vietnam.
-
Absolutely do not buy, sell, or use explosive fireworks or explosive fireworks products in violation of the law.
-
Carefully check labels and product origins to ensure authenticity, safety, and legal compliance.
-
When violations are detected, promptly report them to competent authorities for timely handling.
The public is advised to purchase and use fireworks only from state-licensed entities, including Z121 – the sole authorized producer of consumer fireworks in Vietnam.
