On the morning of November 28, 2025, Senior Lieutenant General Phạm Hoài Nam, Member of the Party Central Committee, Member of the Central Military Commission, and Deputy Minister of National Defense, led a delegation from the Ministry of National Defense to inspect the implementation progress of the investment project for a fireworks and explosive fireworks production line and a national defense materials warehouse in Southern Vietnam, under Factory Z121 of the General Department of Defense Industry (GDDI).
Attending the inspection were Lieutenant General Hồ Quang Tuấn, Director of the General Department of Defense Industry; leaders and commanders of functional agencies of the Ministry of National Defense and the GDDI; and representatives of Factory Z121.
Project progress report
Reporting to the delegation, Senior Colonel Chu Việt Sơn, Director of Factory Z121, stated that following approval of the project by the leadership of the Ministry of National Defense, the Factory proactively coordinated with relevant units to:
- Take over the land area in Phước Hòa Commune, Ho Chi Minh City
- Conduct geological and topographical surveys
- Develop functional zoning plans and production-line layouts
- Implement construction strictly according to the approved schedule
After just over three months of construction (since August 2025), key components—including workshops, warehouses, auxiliary facilities, infrastructure systems, production lines, and equipment for fireworks manufacturing—have been basically completed.
The Factory has also deployed 65 trained cadres and workers from Phú Thọ to Ho Chi Minh City to directly operate the production line. To date, all professional and technical contents have passed base-level acceptance, meeting technical and safety requirements, and trial production and product testing have been completed successfully.
Once mass production begins, the line is expected to supply approximately 500,000 fireworks products per year, serving residents of southern provinces for the Lunar New Year of Bính Ngọ 2026.
Directives from the Deputy Minister of National Defense
Speaking at the working session, Senior Lieutenant General Phạm Hoài Nam acknowledged and highly appreciated the efforts of the General Department of Defense Industry and Factory Z121 in project implementation, highlighting that:
- Project execution ensured quality, progress, safety, and legal compliance
- Trial fireworks products achieved attractive visual effects, standard sound performance, and stable quality
- The project clearly demonstrated the self-reliance and creativity of Vietnam’s military ordnance forces
He requested that in the coming period, relevant units focus on:
- Completing Phase 1 of the project on schedule
- Proactively researching production expansion, targeting both domestic and export markets
- Strengthening the recruitment and training of local human resources
- Ensuring absolute safety at all stages of the production process
- Enhancing civil–military relations, reinforcing the image of the “Uncle Hồ’s Soldiers” in the hearts of the people
- Effectively developing the southern fireworks market, thereby elevating the position and brand of Z121
