As the year-end approaches, public demand for purchasing and using fireworks increases, bringing with it the risk of individuals exploiting legal fireworks to trade explosive fireworks, counterfeit products, and imitations. In response, the Hanoi City Police are implementing a range of coordinated measures to tighten the management of fireworks trading, ensuring security, public order, and safety for residents during the 2026 New Year and Lunar New Year (Tet) holidays.
Earlier, authorities in Hà Tĩnh Province arrested a suspect transporting 180 kg of smuggled fireworks.

Strengthening communication and inspections at fireworks businesses
On the morning of December 24, the Department of Administrative Management of Social Order (Hanoi City Police) organized legal awareness and dissemination sessions for businesses trading fireworks produced by the Ministry of National Defense within the city. This activity is part of a peak campaign to prevent and combat violations related to weapons, explosives, and fireworks.
According to statistics, Hanoi currently has 103 legally licensed fireworks retail locations. However, through management and inspection activities, authorities have identified certain shortcomings, such as failure to fully meet fire prevention and firefighting requirements, or retail invoices lacking required information. These issues have been promptly rectified, with businesses instructed to take corrective measures to ensure full compliance with legal regulations.
Strict handling of violations related to fireworks
From December 15, 2024 to November 14, 2025, units of the Hanoi City Police investigated and handled 166 cases involving 200 individuals for violations related to fireworks management and use. Seized evidence included more than 1,518 kg of fireworks, over 56 kg of explosive powder, and more than 1,300 fireworks items such as shells, boxes, and tubes.
Notably, during the peak crime suppression period starting December 15, 2025, authorities continued to uncover and dismantle serious cases, seizing 688 kg of explosive fireworks. Investigations revealed that offenders exploited legal fireworks produced by the Ministry of National Defense to counterfeit products, mix in explosive fireworks, and distribute them to the market.
Tightening business conditions and enhancing retailers’ responsibility
In the coming period, the Hanoi City Police will continue coordinating with fire prevention and firefighting forces, local authorities, and grassroots police to conduct regular inspections and post-inspections of security, order, and fire safety conditions at all fireworks retail establishments. At the same time, licensed retailers have been required to sign commitments to strictly comply with legal regulations, serving as a basis for closer monitoring and prompt handling of any violations.
These measures aim to ensure a healthy and transparent fireworks market, helping residents of the capital enjoy the holiday and Tet season in a safe and civilized manner.

In light of increasingly sophisticated counterfeit and imitation fireworks, Z121 Factory – Ministry of National Defense advises consumers to pay special attention when purchasing fireworks:
