On the afternoon of October 3, in Phú Thọ, Factory Z121 (under the General Department of Defense Industry) held the 27th Trade Union Delegates’ Congress for the 2025–2030 term. This congress was selected as a pilot event to draw experience for the entire General Department.

Major General Nguyễn Đức Tăng, Member of the Standing Committee of the Party Committee and Deputy Political Commissar of the General Department of Defense Industry, attended and delivered a directive speech at the congress. Also attending were Senior Colonel Nguyễn Văn Đề, Head of the Defense Trade Union Department; representatives of leadership and command; chairpersons of trade unions from several agencies and units under the General Department of Defense Industry; and delegates who are outstanding cadres and trade union members of the Trade Union of Factory Z121.

Presenting the Executive Committee’s report at the Congress, Senior Colonel Trần Thanh Sơn, Deputy Director of Factory Z121, stated that during the past term, the Trade Union successfully fulfilled the targets set out in the Resolution of the Trade Union Congress for the 2023–2028 term. Political and ideological education, along with legal education and dissemination, were conducted regularly and with quality, contributing to improved awareness, responsibility, and compliance with laws and discipline among trade union members and employees. Emulation movements were actively implemented, attracting broad participation from members and workers, and achieved practical and effective results.

For the 2025–2030 term, the Trade Union of Factory Z121 will continue to thoroughly grasp and implement resolutions of the Party, the State, the Central Military Commission, the General Department of Defense Industry, and the Vietnam General Confederation of Labour; intensify patriotic emulation movements closely linked to production and national defense tasks; and strengthen efforts to care for and protect the legitimate rights and interests of trade union members and employees.

The Congress identified three key breakthrough areas for the upcoming term:

1. Improving human resource quality by strengthening training and professional skills development to meet the requirements of national defense production and market demand;
2. Innovating and enhancing the effectiveness of the emulation movement “Skilled Labor, Creative Labor” in close association with scientific research and technical innovation initiatives;
3. Promoting the role of the trade union in building a strong cultural environment and maintaining industrial discipline.

Leaders of the General Department of Defense Industry and the Defense Trade Union presented flowers to congratulate the Executive Committee of the Trade Union of Factory Z121 for the 2025–2030 term, as well as the delegates attending the 11th Military Trade Union Congress.

Speaking at the Congress, Major General Nguyễn Đức Tăng, Member of the Standing Committee of the Party Committee and Deputy Political Commissar of the General Department of Defense Industry, commended the achievements attained by the Grassroots Trade Union of Factory Z121 during the previous term. He also requested that, in the coming period, the Party committees, command staff, and the Grassroots Trade Union of the Factory continue to thoroughly grasp and implement higher-level directives and resolutions, and focus on building a contingent of trade union members and employees that develops in both quantity and quality, with a structure aligned to the Factory’s requirements and tasks.

The Congress elected the Executive Committee of the Grassroots Trade Union of Factory Z121 for the 2025–2030 term, as well as delegates to attend the 11th Military Trade Union Congress.
