The conference was chaired by Major General Nguyễn Đức Tăng, Deputy Political Commissar of the General Department of Defense Industry and Standing Vice Chairman of the General Department’s Emulation and Commendation Council. Also attending were representatives of leadership and command from functional agencies of the General Department, along with units in the emulation cluster, including: Z113, Z114, Z115, Z121, Z131, Z195, and GAET.

In 2025, emulation and commendation work and the “Determined-to-Win” Emulation Movement were implemented by the units in a comprehensive, coordinated, and focused manner, with clear priorities.

Key production and business indicators of the units are expected to record strong growth compared to the same period in 2024 and to exceed the targets set for 2025. Emulation and commendation activities, together with the “Determined-to-Win” Emulation Movement, served as an important driving force, directly contributing to the successful fulfillment of assigned tasks by the units.

For 2026, the Emulation Cluster for Ammunition Production and Industrial Explosives Business will continue to maintain regular, continuous, and widespread emulation movements with depth, proactively addressing difficulties in production and business operations, and striving to exceed all targets set for 2026.

In his concluding remarks, Major General Nguyễn Đức Tăng requested that units further promote scientific research and technical innovation, develop new products, and enhance productivity as well as efficiency in production and business activities.

At the conference, a representative of GAET Corporation officially handed over the role of Emulation Cluster Leader for 2026 to Factory Z113, and the role of Deputy Cluster Leader to Factory Z114.
