In recent years, Factory Z121—the military designation of 21 Chemical One Member Company Limited under the General Department of Defense Industry—has consistently directed its emulation efforts toward strengthening political steadfastness among its officers and employees, promoting creativity in labor and production, and generating strong momentum for the unit’s sustainable development. These efforts have enabled the factory to successfully and excellently fulfill its national defense and economic production tasks, achieving many impressive breakthroughs.

During the 2019–2024 period, the factory’s emulation and commendation work and the Determination-to-Win Emulation Movement faced numerous challenges and external impacts, including the outbreak of the COVID-19 pandemic, global economic recession, fluctuations in material prices, and disruptions to supply chains. At the same time, the factory had to focus on national defense production while ensuring the production and business performance of economic products, as well as implementing several investment projects to enhance production and business capacity.

As a result, the development orientation, production and business targets, and the task of building a comprehensively strong unit placed new demands on the factory’s emulation and commendation work and the Determination-to-Win Emulation Movement—motivating officers and employees to actively compete, strive, and successfully accomplish the established objectives.

Accordingly, the Party Committee and command of Factory Z121 have led and directed emulation and commendation work and organized the Determination-to-Win Emulation Movement in close alignment with higher-level guidelines as well as the unit’s specific situation and tasks. The content and formats of emulation have been continuously renewed, closely integrated with emulation movements at all levels and across sectors, ensuring both breadth and depth of development. These efforts have created strong spiritual motivation, encouraging officers and employees to overcome difficulties and challenges and to excellently fulfill all assigned tasks.

The Party Committee and command have consistently and proactively integrated emulation activities into the implementation of the unit’s key political tasks. For national defense production, thoroughly grasping and concretizing Politburo Resolution No. 08-NQ/TW dated January 26, 2022, on “Promoting the development of the defense industry through 2030 and beyond,” as well as resolutions and directives of the Party Committee and command of the General Department of Defense Industry, the factory has concentrated resources, promoted collective strength, intensified emulation, overcome difficulties, and fostered creativity in labor and production. As a result, the factory completed nearly 60 product categories with more than 99 million products funded by various budget sources, ensuring quantity, quality, and progress—making an important contribution to enabling agencies and units to successfully fulfill training and combat-readiness missions.

In economic production tasks, the factory has focused on research and development of many new products. Several economic products have received prioritized investment and capacity enhancement, such as fireworks, display fireworks, water-resistant detonating cord, ignition detonators, and electric detonators. Notably, since the implementation of Government Decree No. 137/2020/NĐ-CP dated November 27, 2020, the factory has successfully researched and produced multiple types of fireworks that effectively meet market demand, creating momentum for sustainable development. As a result, the factory’s production value and revenue have continuously increased year after year, ensuring employment and improving income for workers.

Specifically, in 2019, the factory recorded a production value of VND 1,381 billion, revenue of VND 1,392 billion, and an average income of VND 11.5 million per person per month. By 2023, production value had reached VND 3,030 billion, revenue VND 3,027 billion, and average income increased to VND 19.7 million per person per month.

In addition, to meet development requirements in production and business operations, the factory has implemented numerous investment projects to enhance both national defense and economic production capacity. Throughout implementation, the factory strictly complied with regulations of the State and the Ministry of National Defense regarding investment management and construction quality. A total of 28 projects and techno-economic reports were carried out, with total investment exceeding VND 1,000 billion, contributing to the development of the defense industry and significantly enhancing the factory’s national defense and economic production capabilities.

With a spirit of continuous and persistent emulation, since 2019, the factory has implemented 82 science and technology research projects and tasks, all completed on schedule and effectively applied in practice. The rationalization and optimization of production under Kaizen and 5S programs have improved management and operational quality, increased labor productivity, reduced costs, and lowered product prices—creating favorable conditions for specialized production and further productivity gains.

Alongside other areas of work, through emulation activities and achievements derived from them, Factory Z121 has consistently fulfilled and excellently completed all assigned tasks, rising to and firmly maintaining a leading position among enterprises of the General Department of Defense Industry.

Thoroughly grasping and implementing higher-level directives and resolutions, in the coming years Factory Z121 has identified its key emulation focus as building a unit that is strong in politics, ideology, and organization, creating new breakthroughs in national defense and economic production capacity, enhancing competitiveness and international economic integration capability, and rapidly adapting to new mechanisms and development requirements of military enterprises in the new context.

To achieve these emulation objectives, agencies and units under Factory Z121 are determined to effectively organize the Determination-to-Win Emulation Movement as well as other movements and campaigns launched at all levels and sectors. Emulation activities will be maintained on a regular, continuous, and widespread basis, ensuring both breadth and depth, while continuously innovating in content and form—thereby generating strong momentum to successfully fulfill the factory’s political tasks in the new phase.
